RESIDENTIAL LANDLORD ENERGY CERTIFICATES

The latest raft of legislation hitting the rented property sector is causing more confusion for Landlords. From 1st October 2008 anyone offering property for rent is required by law to provide prospective tenants with an Energy Performance Certificate (EPC) for their property. Marking the final roll-out to comply with the EU’s Energy Performance of Buildings Directive (EPBD) which applies to all property, including rented property, this became law in 2003 and allowed until January 2009 for full implementation.
According to the Government, buildings are responsible for almost 50 per cent of all energy consumed in the UK and over a quarter of CO2 emissions. The Government argues that in the case of rental properties, high rating will be more desirable and will impact on the marketability of properties – and hence ultimately on rent levels
Valid for 10 years, the EPC provides landlords and tenants with information on the energy efficiency and carbon emissions of their property in an easy-to-understand fridge-style rating of A-G. As part of the evaluation, there will also be a list of recommendations suggesting cost effective improvements to raise the property's energy efficiency. (As an incentive, the Government introduced Income Tax Allowances for insulation improvements in 2004).
